There is an increasing trend toward regionalization as higher education adapts to openness and globalization. In response, East African countries formed networks and partnerships that strengthened business, higher education, student and staff mobility, and research. This is because regionalization is embedded in East Africa's economy, politics, culture, and social norms. In addition, regionalization is influenced by internationalization and globalization. It promises development opportunities, although challenges are inevitable. This paper examines the contributions of regional student mobility to East Africa's development. We use neoliberal and world systems theories to illuminate the advantages and disadvantages of regionalizing higher education and explain how partner states can maximize opportunities and minimize challenges. Data was collected through convenience sampling of two hundred international students and two staff members in international students' offices. Data analysis revealed that the regionalization of East African higher education reflects historical power relations; it has benefits though founded on inequalities.

This article aims to identify the mutual relationship between the awareness of the importance of mathematical competencies for the acquisition of work-related skills and the perceived importance of the latter for performance in future work and successful participation in the labor market. How these issues relate to math anxiety is also explored. The above is examined on a sample of university students in the selected education institution (HEI) N =297 in the Czech Republic in 2022. Subsequently, a series of semi-structured interviews were conducted with the students in 2023. It was found that by improving work-related skills for a future career, math anxiety increases. A crucial finding is up to 47 % of the perceived importance of competencies for future job performance can be explained by understanding the importance of mathematics for their acquisition. The findings of this study have the potential to contribute to the improvement of mathematics education and the development of a more skilled and capable workforce, which can ultimately lead to greater economic growth and social progress. In addition, this article contains practical recommendations on how to use these findings in the practice of mathematics education not only in the selected higher education institution.

This critical interpretive paper deploys Walter Mignolo's geopolitics of knowledge concept to examine higher education internationalisation in Kazakhstan. Amidst growing concerns about economic and environmental sustainability, elitism and cognitive justice, among other critical issues, internationalisation remains a vital government policy. By tracing Kazakhstan's development since independence from the Soviet Union and focusing on key higher education development policy frameworks, the paper argues and illustrates that: (1) the internationalisation of higher education in Kazakhstan promotes a specific representation of the world that is considered universal and modern; (2) the internationalisation of higher education in Kazakhstan illustrates the existing hierarchical global higher education system that is dominated by the West as centres of knowledge and learning while allocating other countries peripheral roles; and (3) the geopolitics of knowledge concept enables the reading of higher education internationalisation beyond what is knowledge to who, why and where knowledge is produced. The data for this paper came from a qualitative study that involved 15 semi-structured interviews with graduates who studied abroad at Western universities through the government-sponsored Bolashak Scholarship. Three focus group sessions with 21 graduate students at Nazarbayev University complemented the interviews. The qualitative data suggest that Mignolo's geopolitics of knowledge offers a close-to-perfect description of the internationalisation of higher education in Kazakhstan. The conclusion drawn from this post-Soviet study is the universalisation of Western knowledge as nations utilise it for meaningful development, despite decolonial and cognitive justice concerns.

Creativity has fascinated scholars for generations, and its identification as one of the key 'twenty-first century skills' necessary for economic growth has led to renewed interest. This creates two challenges for the OECD: its flagship Programme of International Student Assessment (PISA) does not directly measure creativity. Secondly, the increased importance attached to creativity has highlighted claims that high performers on PISA are largely nations stereotyped as lacking creativity. This challenges PISA's self-proclaimed status as the premier global benchmark for evaluating and comparing the quality of school systems and weakens its capacity to deliver its core mission; to identify 'best practices' which ensure economic prosperity. We explore these challenges and examine both how the OECD has responded to them and is moving to include creativity in PISA 2022. We argue that, while a precise definition of creativity has defied scholars for centuries, the indications are that the OECD's metric will focus on a narrow, convergent and easily-measured conception associated with cognitive competencies and linked to enhancing human capital. In this way, the 'messiness' around the polysemic concept will be simultaneously both exploited and threatened, as new, measurable versions displace alternatives.

This article examines issues of local community development in Rwanda, building on the triple helix model proposed by Henry Etzkowitz and Loet Leydesdorff in the 1990s to draw insights from international perspectives. The authors favour an expanded quadruple helix model which includes the local community as a unit of analysis, alongside higher education institutions (HEIs), the private sector and government. In this fourfold model, the local community is identified as an additional helix based on the idea that HEIs can serve as engines for boosting economic development. The results of the authors' analysis show that innovations in higher education which are directed towards community development can, in turn, lead to changes in existing practices and teaching to better reflect the needs of the local community as well as the broader community beyond the immediate context of HEIs. Graduates' employable skills can be strengthened through outreach initiatives by HEIs, along with the collaborative support of all elements in the fourfold model. The authors' review of relevant literature and policy documents goes further to illustrate how each element can play an optimal role in forming a strong and sustainable partnership at the local level. The robust cooperation among helices in this model may lead to higher rates of graduates' employment in a knowledge-based society. These innovations can further lead to full alleviation of poverty, starting from the sphere of local community development.

Purpose: The purpose of this paper is to examine the effect of humble leadership on project success. In addition, we examine the mediating effect of organisational learning on the relationship between humble leadership and the success of international development projects. Design/methodology/approach: This study adopted a quantitative research methodology based on questionnaire data collected from 80 international development project managers from different sectors in Senegal (West Africa). The variance-based structural equation method, following the partial least squares approach, was used to test the research hypotheses. Findings: The results showed that humble leadership is positively related to project success. Furthermore, organizational learning mediates the relationship between humble leadership and project success. Research limitations/implications: This research has several limitations. The authors did not examine the role of organizational culture as a moderating variable. However, the authors believe that the cultural variable can have an impact on project success and team building, and future studies should consider this aspect as well. In the African context, each country has its own culture, which may affect the behaviour of the project manager. Also, the authors admit that the sample size is relatively small, which greatly reduces the generalizability of the results. Practical implications: These findings have important implications. First, because a project leader's humility enhances project success, it is critical for development projects to select leaders who demonstrate modest conduct in the workplace. The perfect selection of a humble leader depends heavily on judgements about the characteristics of a humble leader from new project manager candidates. Originality/value: Drawing on conservation of resources theory, this study found that humble leadership is important for project success, thus extending the utility of the concept of humble leadership to the project literature.

Purpose: This study aimed to uncover the values that underlie farmers' strategic choices for business development. In particular, we uncovered farmers' values related to business development through farm diversification and compared these with values regarding business development through non-diversified farm activities. Methodology: We considered diversified and non-diversified farm activities as two possible strategic orientations related to farm development. For each strategic orientation, the study systematically uncovered its values grounded on in-depth interviews with 23 farmers in Sweden, using the Zaltman metaphor elicitation technique. We analyzed values in terms of use- and non-use values related to the choice of strategic orientation. Findings: The results suggested that a heterogeneous set of use- and non-use values guide choices for farm strategic orientation. Particularly, for non-diversified farm activities, we identified eight values, of which three were categorized as use values and five as non-use values. For diversified farms, we found four values, all of which were categorized as non-use values. Practical Implications: Our results highlight that policymakers need to approach farm development differently for each strategic orientation, considering that the underlying values between these two groups differ. Also, for farm advisors, results can be useful for improving and adapting the communication and interaction with farmers, which can further improve the content and influence of advisory services. Theoretical Implications: The Zaltman metaphor elicitation technique expands the methodology of eliciting farmers' values and especially regarding farmers' strategic choices. Originality: This paper extends the knowledge of the driving forces that underlie farmers' choices for farm business development.

This paper demonstrates how the innovative application of a Collective Intelligence approach enhanced Local Skills Improvement Planning information for employers, education and skills training organisations and regional economic policy organisations. This took place within a Knowledge Transfer Partnership between a Chamber of Commerce and a University. This aimed to develop and deploy regional business intelligence for enhanced policy and decision-making in enterprise and economic development. The project converged knowledge from several research centres including economics, entrepreneurship and innovation, data science, and Artificial Intelligence. The paper presents a project case study which provides two contributions to applied knowledge. Firstly, it demonstrates how a Collective Intelligence (CI) approach can be applied to achieve rapid results in resolving the real-world problem of local skills information availability. Useful real-time data was gathered from employers in three sectors on skills requirements, supply and training. This was analysed using Artificial Intelligence tools, then shared publicly via an automated Internet portal, providing a scalable model for wider use. Secondly, it explores and evaluates how the knowledge exchange (KE) process can function effectively and quickly in applying CI-based innovation in practical ways which create new value, within a Knowledge Transfer Partnership between a University and Chamber of Commerce.environment.

This study explores to conceptualize and practicalize three-dimensional interaction model of internationalization from China's higher education perspective. Applying documentary analysis, a qualitative method, and interviews, 15 international administrative staff and directors from eight sampled local universities were interviewed to present in-depth insights into the internationalization of the local higher education system in Beijing. The major findings are that strategic positioning in terms of the internationalization of local universities should be based on the following: top-level design of a national macro internationalization strategy; a focus on the internal need for internationalization at the regional level; and understanding the distinctive advantages of internationalization at the local level. The choices for the internationalization of local universities should focus on the absolute advantages of the 'scale' of resources and rationally expand the relative advantages concerning the 'structure' of resources. Implementation of the strategy for internationalization of local universities should actively build on the competitive advantage of 'strategic resource integration'. In conclusion, the need to combine national needs with regional development, the importance of combining connotation and capacity building, and of adhering to a combination of a top-level layout or design and local practice are explored and summarized. Finally, both the theoretical contribution and practical implications of this study are discussed.

The digital gender divide is one of the most critical issues in education today. Digital gender gaps can exist in students' access to and use of ICT, attitudes toward technology, and digital knowledge and skills. However, previous research has primarily examined these divides in isolation and largely ignored their interdependencies. Using student data from the 2013 and 2018 International Computer and Information Literacy Study (ICILS), this study examines how these gaps are related. Specifically, we synthesize evidence on gender gaps in digital knowledge and skills, controlling for differences in ICT access and technology attitudes. In addition, we examine the role that technology attitudes play in the gender gap in digital knowledge and skills. Our findings suggest that (a) girls outperform boys in digital knowledge and skills ([beta] = -0.11 to -0.29); (b) gender differences in attitudes toward technology partially explain gender differences in digital knowledge and skills; (c) the variability within and between countries in the gender gap in students' digital skills is partly explained by the type of digital skill and the country's socio-economic development and gender inequality. Overall, this research shows a relationship between the gender gaps in students' digital knowledge and skills and the gender gaps in students' attitudes toward technology. We conclude that the first- and second-level gender digital divides are connected.

The article synthesizes ideas from the capability approach, the embeddedness approach, and Nancy Fraser's three-dimensional scale of justice and develops a theoretical framework for understanding subjective well-being (SWB) as a positive functioning. It also proposes an instrument for measuring SWB and its relationship with participation in non-formal adult education. Using data from the European Social Survey, carried out in 2012, for 24 European countries and applying multilevel linear models for the analysis, the study finds evidence for a positive association between participation in non-formal adult education and SWB. The results show that differences in the SWB among people who have participated in non-formal adult education and those who have not are higher for those who have no higher education and are unemployed than for those who have higher education and paid work. This study also reveals that when people live in countries with better economic and democratic development and a more individualistic culture, the differences in their SWB by participating in non-formal adult education are smaller than when they live in countries with worse economic and democratic development and a more collectivistic culture.

In this essay, I argue that we should radicalize managerial climate change education given that incremental and accommodative forms of responsible management learning and education (RMLE) are at odds with the urgency, nature, and magnitude of the climate crisis. I argue for three practices to radicalize RMLE, and illustrate them through examples from a degrowth context. First, management educators should engage in anti-paradigmatic performative politics to disrupt the reality-making of climate damaging theories, and "realize" better alternative theories. Second, as management educators, we should engage ourselves, our students, and wider stakeholders in anti-paradigmatic thought that transcends and challenges problematic mainstream management paradigms. Third, we should explore what and how we and our students can learn from radical climate movements' civil disobedience, in order to disrupt climate-damaging practices. In this paper, I aim to provoke and facilitate urgently needed discussions about the radicalization of RMLE for climate change education and beyond. Therefore, I close this essay with an invitation for rejoinders and suggest salient implications for educational practitioners and researchers.

This paper investigated the impacts of education on women's empowerment in Kenya using six waves of nationally-representative KDHS data. Our study utilizes the change in educational structure in 1985 as an instrument and finds that women under the new system enhanced their schooling by approximately two years. One year of education prolongs women's timing of the first birth, decreases female genital mutilation for the first daughter, reduces intimate partner violence, and improves women's household decision-making. Our findings are robust to several robustness checks. We examined different paths to explain these results, including information exposure, partner matching, and labor market engagement.

This paper unpacks our efforts as external evaluators to work toward decolonizing our evaluation practice. Undertaking this writing exercise as a form of reflective practice demonstrated that decolonization is much more complex than simply translating materials, organizing locals to collect data, and building participants' capacity around Western modalities. While this complexity is clear in the decolonization literature, practice-based examples that depict barriers and thought processes are rarely presented. Through this paper, we deconstruct our deeply held beliefs around what constitutes good evaluation to assess the effectiveness of our decolonizing approach. Through sharing our critical consciousness-raising dialoguing, this paper reports our progress thus far and provides information and provocations to support others attempting to decolonize their practice.

Doctoral education in South Africa is at crossroads between the transformation agenda of higher education and the production of knowledge, whereas policy imperatives to produce more doctorates may come at the expense of quality. This article examines how universities assure the quality of doctoral education in Education at the point of access, its implications on transformation and the production of knowledge through doctoral education. The research employed a qualitative research approach. An exploratory research methodology was used. Data was generated through analysis of policy documents and structured interviews from 20 universities. The findings revealed that the assurance of quality perpetuates and privileges disciplinarity while transformation and the production of knowledge were narrowly conceived. Some implications were identified. The article concludes that the assurance of quality at the point of access to doctoral education should be a regulatory balancing act between quality, transformation and the production of knowledge.

To participate fully in the global knowledge economy, all countries require strong research and innovation eco-systems. This crucially depends on the efficiency of doctoral education and training. We examined the trajectory of doctoral education in Uganda over the past four decades focusing on number of doctoral awards and equity in regard to sex, STEM versus Arts, Humanities and Social Sciences, and private versus public providers. We collected data from all institutions providing doctoral education in Uganda through comprehensive review of documents. Our analysis of data revealed low capacity for doctoral education in Uganda. There was under production of doctorates depicted by the low number of doctoral awards; and inequalities in regard to sex, STEM versus Arts, Humanities and Social Sciences, and the public versus private providers. We argue that the trends in equity and number of doctoral awards translate into low number of researchers per million inhabitants, low number of researchers engaged in research and development (R&D), and gender disparity in researchers' participation in R&D. We conclude that the low number and inequalities in doctoral awards have deterring implications to the attainment of national development goals. We proffer desired trajectories for the future of doctoral education and training in Uganda.

This study used the provincial panel data on policy adoption rate of university-affiliated think tanks in China from 2005 to 2017 and built a fixed effects model to explore the impact of the policy adoption rate of university-affiliated think tanks on China's economic growth. The results indicated that China's university-affiliated think tanks developed rapidly and the quality of policy advice improved significantly, but obvious regional imbalance existed. The policy adoption rate of university-affiliated think tanks can significantly affect China's economic growth. The impact was significant in the eastern developed region and western underdeveloped region but not in the moderately developed region in central China. The impact was significant in both the southern developed region and northern underdeveloped region, while the impact in the south was more significant than this in the north. Besides, the policy adoption rate of university-affiliated think tanks had obvious time effect on China's economic growth. As time went by, the effect became stronger, which was significant in eastern and central China but not in the western region. The enhancement of effect was significant in both the southern and northern regions, while the enhancement in the south was higher than this in the north.

Global disruptions are marking our days and calling on individuals, institutions, and the State for institutional change. Given the need to understand changing processes and their implications for society and public policy, it is vital to equip Public Administration students with the knowledge of relevant theories to assess the complexity of such institutional dynamics. Interpretation of institutional changes in motion can benefit from revisiting the Institutional Theory. This article analyzes the works of Douglass North and Ha-Joon Chang, two preeminent contributors to Institutional Theory. Their distinct views on institutions, policies, institutional change, and the State contribute to our understanding of current worldwide socio-economic and institutional challenges. Contemporary phenomena, such as the COVID-19 pandemic, the long-term climate change effects, and the recent Russia-Ukraine war, require the use of institutional theories that have proved to be still relevant.

This paper feeds into scholarly interest on place-based creative industrial development. It considers the creative-led economic development of two UK cities, Dundee and Chatham as emerging through a series of interdependent relationships between locally based higher education institutions (HEIs) and cultural and creative industries (CCIs) that are connected as part of a cultural and creative ecosystem (CCE). The discussion reflects on how interconnecting collaborations foster platforms and networks that support a sustainable CCE. Based on the research findings from qualitative investigations within each city, the paper applies the capability approach as a methodological tool to investigate how resources can be converted into tangible, accessible opportunities for local communities. The approach illustrates the need to focus on the resources that connect HEIs to CCIs within a geographical location for sustainable development. It concludes with a series of policy recommendations aimed at local governments to develop more integrated, ecological leadership models and policies to support sustainable CCEs.

Background: Mathematics homework is highly prevalent in East Asia. Teachers and parents expect mathematics homework to improve students' performance; however, studies have not clearly defined the effectiveness of the assignment of different amounts of homework. Aims: This study analyses the differential effect of homework amount on various facets of Chinese students' mathematics achievement using a longitudinal design. It aims, thereby, to contribute to the existing knowledge of homework effectiveness and mathematics learning and to provide insights for student development. Sample: The sample included 2383 grade 9 students from a mid-sized city with a moderate level of economic and educational development in central China. Methods: We administered a student-reported questionnaire, collected school reports of mathematics achievements to track retrospective longitudinal variations in mathematics over half a year and analysed the differential effectiveness of homework on mathematics achievement at four hierarchical cognitive levels with Hierarchical Linear Model. Results: The results indicated that assigning more homework at the class level could enhance students' mathematics achievement at a low cognitive level, although this effectiveness tended to disappear when the set homework time reached about 1.5-2 h. We did not find evidence that assigning more homework enhances students' mathematics achievement at higher cognitive levels. Conclusions: Overall, this study provides evidence on the effectiveness of homework and offers implications for educational practice and future research.

This study examines hegemonic discourses on English and socioeconomic development from teachers' perspectives. Specifically, it scrutinizes the sorts of positions a group of 36 teachers of English, French, Italian, German, and Portuguese in an undergraduate program of modern languages take towards both the predominant narrative of English as the language of development and the role that the languages they teach may also play. Using postdevelopment as a theoretical framework, teachers' social representations around the languages they teach are analyzed. Findings suggest that, although there is a strong tendency to uncritically accept and accommodate instrumental and Anglo normative views of development, "small hopes" for configuring plural, locally sensitive, less instrumental, and ecological understandings are also emerging.

In order to promote Canadian students' mobility to China, it is essential to understand their motivations to study in Chinese universities because it influences their learning experiences. Through the application of the push-pull model as a conceptual framework (Altbach, 1998; Mazzarol & Soutar, 2002), this study explores the factors that motivate Canadian exchange students to study in China. Semi-structured interviews were conducted with 14 non-Chinese spoken Canadian exchange students from 9 universities. The findings reveal that both push and pull factors affect students' decisions to study in China. The key push factors are learning the Chinese language and culture and personal growth; the primary pull factors are China's potential for economic development, future opportunities, and the availability of exchange programs. This study provides stakeholders with insights into designing exchange programs targeted to students' needs and developing marketing strategies to attract Canadian international students. The efficiency of universities, which have a network structure of production process, is an essential component of performance measurement in education. However, most previous studies use traditional Data Envelopment Analysis (DEA), which disregards the network structure of the production process in universities. This study adopts a two-stage Network Data Envelopment Analysis (NDEA) with shared inputs model to assess the overall, teaching and research efficiencies of Turkish research universities. The findings show that only 6 out of 23 research universities are efficient, and some universities with lower world rankings are more efficient than those with higher rankings. On the other hand, no significant difference was found between the efficiency levels of regions with a high level of socio-economic development and regions with a relatively low level of socio-economic development. The study also evaluates the effects of different priority scenarios on efficiency and the optimal allocation of shared inputs between sub-processes. This study provides guidance for universities seeking to improve their performance and for the Council of Higher Education (CHE) in determining incentives for research universities. It also promotes the use of multi-stage NDEA with shared inputs model over traditional DEA for accurate efficiency assessment in the field of education.

Education has been considered a cornerstone for human and economic development. Although there is a national educational strategy in most countries, various implementations are at the state level. This paper studies academic efficiency at the primary and secondary levels and the human development dimensions -- long and healthy life, being knowledgeable, and enjoying a decent standard of life -- at the state level. For this purpose, a network data envelopment analysis (NDEA) with two stages was proposed. The first stage studies the educational process efficiency, while the second evaluates its impact in the form of the human development index. The study found significant differences between the evaluated states in the education stage, where the lowest efficiencies are mainly in the southwest of Mexico. The results also indicate that better education quality leads to greater regional, economic, and social development at the state level. This study contributes to the NDEA applications on the understanding of the impact that education has in improving the development of the regions holistically.

In the 1960s and 1970s, mass campaigns were the dominant model of adult literacy provision, especially in countries of the Global South. After a long absence, there is now a revival of international interest in this model. This paper looks back on the earlier history of mass campaigns and the geopolitical reasons for their rejection, to help make sense of the problems encountered by more recent attempts to mount literacy campaigns in Timor-Leste and Australia. This analysis problematizes the concept of innovation, by identifying its association with a neo-liberal ideology of economic development which continues to produce adult literacy policy and programs which are ineffective at a national or global level.

This systematic literature review (SRL) examines the impact of English educational tourism (EET) on the growth of local Small-Medium Enterprises (SMEs). Through a comprehensive search of academic databases and systematic assessment of study quality, a total of 49 studies were selected for inclusion. The studies varied in design, location, and intervention, but all focused on the relationship between English educational tourism and the growth of local SMEs. This SLR focuses on the typology of SMEs in EET, its impact on rural economy and local community empowerment, and SMEs' challenges in growing their businesses. The findings suggest that English educational tourism can have a positive impact on local SMEs and rural communities, including increased revenue, community empowerment, cultural preservation, and poverty reduction. However, it is crucial to ensure that the benefits of EET are distributed fairly and that local communities are actively involved in the decision-making process to maximize positive impacts and mitigate potential negative impacts. Overall, the results suggest that English educational tourism can be a promising strategy for promoting the growth of local economy, but more research is needed to fully understand the conditions under which this impact is most effective. Through the lens of paradox theory, we present and discuss the cases of two different proposals for a European public university, located in Lisbon, Portugal, to develop transnational campuses, one in China and one in Egypt. We discuss the three overarching goals of the transnational campus in our cases (funding through international cooperation, projection of soft power, and the development of human capital) and compare the structure of both proposals with particular attention to the governance and pedagogical models proposed for China and the Middle East, and shed light on the different expectations that Middle Eastern and Chinese authorities hold regarding the cooperation with European institutions in the area of higher education. We conclude that the development of transnational campus can be considered a paradoxical journey and the success of which depends on how the tensions between goals are tackled and synergies obtained -- or not. This will help in designing adequate policies and strategies in order to optimize the cooperation.

This article examined the repositioning of science and technology education for security and economic growth and development in Nigeria. The wreck on the nation's image by the incidences of insurgency has caused negative effects on the nation's security and economic development. Security issues are presently major challenges in Nigeria, especially in Northern Nigeria. Furthermore, the continuous rise in insecurity and deterioration in the economic development in Nigeria has called for concern among researchers and policymakers over the years. This article highlights the need for rebranding Nigerians through the internal process of repositioning the science and technology education system for national security and economic sustainability. Literature and other research papers using to gather information. The paper recommends that the nation adopt a proactive approach to improving the teaching and learning of science and technology education professionally and empowering youth while taking everlasting measures to curtail the issues of insurgencies in Nigeria. In other words, we need to reposition our youth's mental reasoning and economically empower them to certify the demands of the modern world. Repositioning Nigerian is one of the fruitful tools to achieve this objective, and rebranding directs the power and energy of Nigerians toward academic and productive goals.

This paper explores how schoolteachers in Kazakhstan engaged with the Renewed Content of Education (RCE) that has been introduced by the Government, and how changes in their beliefs and understandings influenced classroom practice. The study draws on the ecological model of teacher agency and elaborates on factors that contribute to the formation of teacher agency. The study used a mixed methods research design and is based on data collected over two years in rural and urban schools across three regions of Kazakhstan. Altogether, 227 teachers having different levels of experience with the new curriculum were involved in focus group discussions. The findings demonstrate that the majority of teachers acknowledged the value of the RCE, its short- and long-term benefits for students, and the broader aim of boosting the economic competitiveness of the country. At the same time, the findings suggest that, while a surface change occurred in teachers' beliefs, their pedagogical practices, and the learning context, there is limited evidence that the teachers moved fully to new ways of teaching and embedded the principles of the RCE in practice. Through our findings, we verified the centrality of socially dynamic relationships in educational change. Teachers shared agency in developing their own rules and routines for collaboration. This paper adds to research on educational change in an international context by showing that the scope for teacher agency in reform implementation increases when teachers are able to develop deep reform-oriented beliefs, discourses, and pedagogical understanding.

This explanatory study explored what graduate programs should embrace in educating public serving professionals to become able to respond to paramount challenges unknown at the time of studies. For conceptual frameworks, the study employed: (1) principal-agent theory on how predominant philanthropic organizations pushed the creation of globalized higher education industry post-World War II (WWII); and (2) world-systems theory to delineate the spatial penetration of the hegemonic intellectual core. The study found that the post-WWII's geopolitically driven overseas engagements by US higher education institutions (HEI) orchestrated by well-resourced philanthropic giants such as Ford Foundation made a ground for what we see today: a globalized HEI industry governed by the core with the hegemonic power, termed for the study as a global higher education ecosystem. The study noted that irrespective of if the concerned HEI occupies the position in the core or not, rootedness in the place and its people is the key for public focused programs precisely because of their nature of public-ness. The study then drew three programmatic constructs as referential for latecomer HEI to assume meaningful roles for the society they serve through their public serving professionals focused graduate programs: (1) contextualization of globally standardized academic contents into classroom discussions by connecting with cases/situations surrounding given society; (2) positioning the program as a post-entry milestone for public sector professionals to become better prepared state-building force by focusing on the linkage of theories and practices; and (3) HEI specific, unique intellectual identify exploration that is anchored to the place and to its own constituency. The study concluded that today's graduate programs designed for public serving professionals could frame its objective, as a renewed purpose, to educate academically informed state-builders with the capacity to craft and perform own actions as new realities arise in front of them.

Literacy builds a foundation for further learning and necessitates human capital development that creates a knowledge economy. A clear focus on literacy policies is fundamental in achieving national and international socio-economic targets. In Tanzania, adult literacy growth has been slow, inconsistent, and characterized by regional gaps. A review of policies and practices has revealed several constraints associated with budget allocation and cultural perspectives. We suggest to the governments in the whole developing world to prioritize consistent funding and formulating culture-sensitive policies in ensuring mass literacy, poverty reduction, creation of high productive personnel, and eventually achieve the UNESCO's Agenda 2030

This paper examines the issue of student choice across subject streams in recent government reforms to China's National College Entrance Exam (NCEE). Utilizing data from a case study of an urban high school in Beijing, it argues that student choice of subjects across previous streams of science or fine arts runs counter to existing institutional structures at the secondary and higher education level, consideration of pedagogical techniques that differ by streams, and a "bias" for science grounded in sociohistorical concerns of national development.

The purpose of this paper is to provide a review of the literature on women's leadership in higher education in the last 20 years. This literature review employed a systematic review of 64 articles published worldwide with 28 articles specifically published in Australia, Canada, New Zealand, the United Kingdom, the United States and Vietnam. The aim of the study is to determine if there are any differences in barriers and enablers of women leaders between the developed countries chosen for this study and Vietnam in higher education and how the countries are progressing towards gender equality. The study concluded that most of the research in women's leadership in higher education had been done in the US and Canada, with a dearth of literature on women's leadership in higher education in Asia, and only six studies have been done in Vietnam till 2019, with only two studies done before 2017. The findings suggested that women leaders in developed countries and Vietnam still face almost the same challenges as in the past but, with family support, these challenges are becoming less in Vietnam. Mentor support was found to be an enabler in other developed countries which was missing in Vietnam. Vietnam is gaining importance in research in women's leadership in higher education, which may be due to an increased female labour participation rate and higher growth in gross domestic product rates. The future of women leaders seems to be bright, especially in Vietnam, due to higher female educational attainment. There is a small number of literature review studies on barriers and enablers in the field of women leaders in higher education comparing developed nations and a developing country. Hence, the current study aims to fill this gap to provide an overview of the difference between the enablers and barriers faced by women leaders between developed countries and Vietnam.

Along with its unprecedented economic rise over the past several decades, debates about China's soft power push have become heated. Yet, consensus on what exactly constitutes China's soft power has not been reached. Findings of how resources of Chinese soft power play their roles in the national strategy for global rise are conflicting and lacking empirical rigor. In a much-altered context of China's recent grand initiatives, the prism of higher education and the region of Southeast Asia both are uniquely significant for interpreting soft power agenda of China. This article aims to capture the recent changes in China's soft power through a case study analysing the experiences and perceptions of Cambodian participants from China's higher education programs covering language training, educational development aid, student mobility, and institution/program partnerships. The evidence identifies four emerging resources of Chinese soft power: contemporary life appeal, advancement in science and technology, STEM (science, technology, engineering, and mathematics) education reputation, and economic development model. It further highlights the Belt and Road Initiative as a stimulus for amplifying the influence of the Chinese development model in Southeast Asia, whereas China's domestic coordination of different players and an ideal mix of soft power resources still have not been formulated.

Equipping people with desired behaviors, that is, educating them, has been the most important goal throughout the ages. Today, this phenomenon is becoming more and more complex and its effect is felt more intensely. However, unless a person's behavior develops in a valid and reliable way, it is not possible to reach a longed for life style. A person can be intertwined with all kinds of processes, from the most concrete and simple relationships to the most abstract and complex ones. He is the person who will plan, build, operate the future, distribute products, consume, process nature, take products from it, build houses, schools, roads, dams or all, create or solve problems in objects and phenomena. As such, people must equip with consistent behaviors, that is, with problem-solving knowledge and skills. In this study, a descriptive analysis of the subject has been made and the relationship between education and economic development has been examined.
